TPD’s Board of Directors is pleased to announce the following individuals have been promoted to Vice President:
We congratulate these individuals, who were selected due to the leadership and direction they have provided for their respective departments and junior staff, as well as the care they take building relationships with our clients and teaming partners. Each of them has demonstrated their commitment to the firm’s tagline of Moving Forward Together® and they consistently align their efforts with TPD’s mission, vision and values.

Anthony Dougherty, PE
Construction Services
Mr. Dougherty oversees TPD’s Construction Services Department, a department which he established at TPD. He brings a unique perspective based on his previous years of experience serving as a design Senior Project Manager. He has been with TPD for his entire 25-year career since graduating from Penn State University. Later, he received his Masters of Science in Civil Engineering from Villanova University. He is also the Person-in-Responsible-Charge of TPD’s Lehigh Valley Office.

Matthew Hickson, PE
Structural Services
Mr. Hickson serves as Department Manager of TPD’s Structural Services Department. He has 26 years of engineering and project management experience, with a specialization in bridge design and project management. He founded TPD’s Structural Services Department back in 1999, and since then, he has overseen the growth of the team, as well as the delivery of over 75 bridge replacement, reconstruction, and inspection projects.

Craig Mellott, PE, PTOE
Access Design Services
Mr. Mellott serves as the Person-in-Responsible-Charge of TPD’s Harrisburg office, and bears regional responsibility for quality of work, personnel development, and business development for all technical practice areas of TPD in the Central Pennsylvania region. He also serves as Department Manager of TPD’s Access Design team, bearing company-wide responsibility, oversight and quality control for the preparation of TPD’s roadway/access design plans for private sector clients. Since joining TPD in 1999, Craig has managed hundreds of transportation-related projects for private and public sector clients, most of which he carries from the planning stage through final design and construction.

Eric Ostimchuk, PE, PTOE
Transportation Planning Services
Mr. Ostimchuk serves as Department Manager of TPD’s Transportation Planning Services Department, as well as the Person-in-Responsible-Charge for TPD’s Philadelphia and Camden Offices. He is responsible for the oversight and quality control for the preparation of the firm’s transportation planning studies for private sector clients, drawing on over 20 years of experience in the field. He has managed hundreds of projects from concept to construction, including meeting representation and expert testimony on a multitude of development projects in various locations.

Joseph Platt, PE
Traffic Engineering Services
Mr. Platt joined the firm in 2000 as a Widener University co-op student, and now serves as Department Manager for Traffic Engineering Services, as well as Person-in-Responsible-Charge for TPD’s North Carolina Office. In his roles, he oversees many of TPD’s traffic signal and signal system designs, multimodal designs and roadway safety projects. Additionally, he serves as Municipal Traffic Engineer for numerous municipalities throughout the Delaware Valley.

Robert Prophet, PE
Highway Services
Mr. Prophet serves as Department Manager of TPD’s Highway Services Department, the team he originally joined after graduating from Drexel University in 1995. As Department Manager, Mr. Prophet is responsible for business development as well as overseeing the completion of all roadway-related assignments for TPD’s public sector clients. He also serves as the Person-in-Responsible-Charge of TPD’s Pittsburgh Office.
