
This project is at the FOREFRONT OF TRAFFIC SIGNAL OPERATIONS, combining modern signal detection, control, and communications to monitor and evaluate high-quality Advance Traffic Signal Performance Measures (ATSPM) using hi-resolution traffic data. Results will include IMPROVED TRAFFIC OPERATIONS, SAFETY, AND IDENTIFICATION OF MAINTENANCE ISSUES, all within the context of a historic, yet growing region.
Phase 1 (SR 0011, SECTION 0100):
TPD was the prime consultant on a local lead, federally-funded traffic signal improvement project to upgrade 68 signalized intersections throughout central Franklin County. Phase one was focused on major hardware upgrades to the existing traffic signal system.
Project Included:
- Improvements to 68 intersections across five municipalities
- 58 new controller cabinets/controller units capable of providing high-resolution traffic data (ATSPMs)
- 215 advance dilemma-zone and stop bar radar detection units
- Over 14 miles of fiber optic communication cable, including self-healing rings and multiple hub connections
- Upgraded countdown hand/man signals at 13 intersections
- Installation of CCTV cameras at 51 intersections
- Communication back to the Unified Command Control (UCC) software at PennDOT Central Office via an existing leased T-1 line along I-81
- Final Design PS&E package completed in 9 months during the COVID pandemic (2020)
- Construction completed in 2022



Phase 2 (SR 0011, SECTION 0125):
TPD was selected again as prime consultant for a local lead, federally-funded traffic signal improvement project that focused on signal timing optimization at 59 intersections and safety upgrades at 28 intersections. Phase two focused on improving safety and operations building upon the infrastructure improvements constructed in phase one.
Project included:
- Crash analysis to identify high crash locations and evaluate potential signal upgrade opportunities
- Flashing yellow arrow upgrades at 20 intersections to improve left turn safety
- Revised change and clearance intervals along with updated pedestrian timings at all locations
- Analysis of ATSPM data to optimize traffic operations based on traffic volume and vehicle progression metrics
- Live signal timing updates to address capacity constraints and improve coordinated traffic progression
- On the fly troubleshooting capabilities including radar detection adjustments and review of citizen-reported issues
- Project currently in construction through end of 2026
