TPD was selected to provide DelDOT coordination, including traffic analysis and Entrance Plans and Permit Plan preparation. The project is redeveloping an existing shopping center into a pedestrian/bicycle friendly multi-use development.

The Entrance Plans called for extensive improvements to existing sidewalk, ADA ramps, installation of new DART bus shelter pads, and ensuring internal pedestrian/bike connections were seamless with those in DelDOT ROW. In addition, TPD provided continuing coordination with DelDOT regarding final vehicular, transit and pedestrian MOT details and final approval of Entrance Permit Plans.

ROW dedication plans were prepared to bring the DelDOT ROW requirements at the site up to the current standards. This allowed for improvements to be made now and ease for future DelDOT improvements around the site.

Signal plans for Library Ave and Delaware Ave, and Marrows Road and Campbell Blvd were revised to show the configuration of the new entrances. Coordination with DelDOT and DelDOT consultants was imperative to coordinate the Delaware Avenue Bike Lane’s terminus at the sight entrance, and how to segue bike traffic into and through the site. These plans went through the DelDOT signal review process and every effort to bring the signals up to standard with minimal disruption to the existing signalized intersection was made. Several operational safety improvements as well as pedestrian safety measure were approved.

The proposed pedestrian improvements in and around the site required coordination with the City of Newark and DART. Pedestrian detours were developed to help the walking public safely navigate around the site while improvements were being made. Additional MOT plans were prepared for the work at the site entrances.

TPD provided construction support services for improvements in the DelDOT ROW and design guidance for internal circulation signage and traffic controls.
